TEST DEVELOPMENT PROGRAM MANAGER
Excelsior College, a private, independently chartered institution and recognized leader in the field of alternative higher education, seeks applicants for the position of Test Development Program Manager within the Test Administration Unit. The Test Development Program Manager acts as a specialist in planning, constructing, validating, and maintaining a set of standardized written examinations. The Assistant Dean for Test Development, the Managing Editor, and the Test Development Program Manager collaborate to develop general goals and specific plans for meeting objectives related to the development and production of standardized examinations. Responsibilities: As a Test Development specialist, the program manager recruits and directs faculty test committees to identify content and outcomes to be measured; directs test committees in developing test plans that reflect sound psychometric practice; reviews/revises exam items consistent with sound psychometric principles; recruits/supervises SMEs to write, review, and revise items to maximize content validity; recruits/directs SMEs in conducting external reviews and key validations; interprets psychometric data to identify items that function well and diagnose specific problems; prepares technical reports and documents relating to exams; and collaborates with the psychometric and editorial divisions of the Assessment Unit to build exam forms. Qualifications: Masters’ degree with coursework or experience in testing or measurement; two years of experience in project management or direction of consultants; experience with using spreadsheet and database software excellent written and oral communication skills, including communicating with nontechnical audiences; excellent time management and organizational skills; high degree of accuracy and attention to detail; ability to meet strict deadlines.
